This paper offers a critical analysis of policies targeted on educational inequalities in England. It focuses on developments since the election of the New Labour government in 1997, but sets these recent policies in their historical context. It shows how a much wider range of priority policies has been developed than in many other countries, and suggests that this is in response to a conceptualisation of educational inequality as a manifestation of ‘social exclusion’. It suggests that these policies can be grouped by whether they are area-, group- or institution-focused. It argues that the high level of government activity in this field has led to marginal improvements, but that the extent of educational inequality remains largely unchanged.
