This paper critically analyses the educational policies aiming to deal with educational inequalities in the Czech Republic. The selectivity and early streaming of students in the Czech educational system and the lack of a research data concerning targeted populations are pointed out as a part of national context necessary to understand the educational inequalities and their development. Policy interventions and special measures are targeted at different groups (ethnic and linguistic minorities, socially disadvantaged, SEN, Roma etc.) and other approaches (area- or institution- targeting) are not used. The priority educational policies are presented in a wider historical context and their development from 1989 to date is compared with the status of these policies in a Communist period. The important role of the NGOs and international organizations (EU, OECD) in post-Communist transformation especially in stressing the importance of equity policies is highlighted. It argues that the main engine of change in equity is due to work of NGOs which substituted in these sphere the role of the state, especially in 1990s. Many programmes and interventions described in this paper are very recent and their evaluation is therefore still in progress, so the process of redesigning equity policies is not over.
