In New Zealand, a ‘Laptops for Teachers Scheme’ (TELA) was launched by the government in 2003 to provide subsidised laptops to teachers, to encourage them to develop greater confidence and competence in the use of information and communication technologies (ICT) in teaching, class management and administration. The authors were commissioned to undertake a longitudinal study investigating the effectiveness of the TELA scheme in five primary schools in the Otago region of New Zealand between 2005 and 2009.
Research has identified many factors that play a role in determining the nature and extent of ICT use by teachers. While on the individual level, teachers’ skills, confidence and beliefs can contribute positively to ICT use, factors at the school level, such as leadership, planning and the overall school culture cannot be ignored, as they may impact negatively on teachers’ ICT usage. This paper will report on the effects of the principals’ leadership approaches and styles on the teachers’ work culture. Data has been collected by interviewing principals, ICT coordinators, and up to five teachers from each school, as well as focus group interviews, and class observations. Some interesting patterns between leadership styles and teachers’ use of ICT have been identified.
