In the UK, the government agenda for education is being driven by the ambition to make learning more personalised. For the UK government, personalised learning is the tailoring of education to individual need, interest and aptitude so as to fulfill every young person’s potential. This is not just a matter of readjustments to curricula or pedagogic practice, important though these may be, but requires a shift in the social dynamics and practices of all partners including learners. The organisation taking the lead in delivering the personalised learning agenda is Becta whose model of this process views learning ‘by the learner’ as the goal state. We argue that, in fact, effective learning is best achieved through a partnership between the learner and the teacher, and that self-regulated learning (learning ‘by the learner’) is not the preferred goal state for learning.
