The following paper reports on the research conducted in a project developed by six European partners coordinated by the University of Trento: the Comenius ECLIPSE project (European Citizenship Learning in a Programme for Secondary Education), a work at theory and praxis level, aiming to share the different National studies and visions, and to develop, test, and implement a Programme for European Citizenship, to improve citizenship competence and develop a sense of belonging, identity and responsibility in pupils. The partners are researchers and University professors aware of the importance of searching in educational field comparing the different National situations.
The aims of the ECLIPSE Consortium, composed of Germany, Italy, Spain, Portugal, Romania, and the United Kingdom is to contribute both to the improvement of Civic Education in European dimension, and to the International research in this field.
ECLIPSE promotes a paradigm in citizenship education based on the existing studies in the countries involved and of the European findings; it puts its focus on the understanding of civics and citizenship of young Europeans and their perceptions, attitudes and behaviours, to help them develop the instruments to become active citizens.
ECLIPSE Research on Teaching, Monitoring, Assessing
The concept of citizenship has been linked to the knowledge of social, cultural, economic and political dimensions as well as to promote individual and social responsibility, aware of the close interdependence between European countries. ECLIPSE teachers adopt an interdisciplinary and collaborative approach, keeping in mind the National curricula and the ECLIPSE shared findings on teaching, monitoring, assessing.
This specific Programme for Secondary Education includes six Modules focused on key European topics; special attention is given to transversal skills: learning to learn, entrepreneurship and transition to work.
The teaching/ monitoring tools, the aims and the designed learning activities are developed according to the research findings in the Countries involved. Quantitative and qualitative data were collected through monitoring materials: a Student’s Knowledge (pre and post test), Students’ attitudes questionnaire (according to the Likert scale), and teachers’ qualitative evaluation (portfolio). Besides acquiring information, pupils are urged to think about controversial topics in order to develop their critical thinking.
ECLIPSE stress the importance of educating active citizens, who critically engage with, and seek both to respect citizens rules and to affect the social/ political life, by interacting democratically in social/ economic groups.
Final Remarks
The scientific work performed in the project ECLIPSE aims to contribute to the international debate on theory and praxis of citizenship education. Partners shared and put in practice basic knowledge and practical decisions, comparing the different National positions. The concept of competence has been accepted and enriched, focussing on information, critical reflection, responsibility, underlining the active involvement of learners. It is clear that there are different concepts in Europe, anyway there are good connections among each others, and there is a lot to learn form different positions.
Exchanging National studies, surveys, ideas and practices, ECLIPSE partners developed effective proposals for European Citizenship Learning, going over a declarative knowledge about political and economic topics, caring of learning processes, and aiming to awareness and understanding of the effects of the common decisions, and the role of citizens in a democratic society, in all fields of the everyday lives.
Combining analysis and proposals in different fields: learning, mentoring, subject (political and economic subject) teaching, motivation, reflexion and selfregulation etc., and in several countries, the ECLIPSE results hope to give an innovative contribution to the research in this field, and to improve the effectiveness of citizenship education in Europe.
