Contribution
The research is on the comparative study of education research policy in main countries and international organizations. The purpose of the comparison is to find out the trends in this field. Four dimensions are used for education research policy: the goals and strategies of education research policy, the priority areas in education research, the promoted research methods in education research, and databases for education research. The methods used are historical method, document analysis and literature review, and comparative method. The education research policy is critical in the constitution of good research. At the moment, there are few studies in this topic. Policy is the measures activated by government, the institutions examined in this plan are the ministry or department of Education, together with Research Councils and academies in each countries and international organizations. The focus is on the macroscopic view of the arrangement of division and cooperation in education research among research institutes, how to decide the priority area, what method to be promoted and the construction of databases as the infrastructure of education research.
