In today's complex and changing economic and social environment the role of human capital formation and for the benefit of society through education dramatically increases. The Lisbon strategy set by the EU is an ambitious goal of transforming the European economy into the most competitive, knowledge-based. Achieving this objective requires the utmost attention to the provision of appropriate education to improve employability of the workforce. Effective investment in education is becoming a major priority and concern for achieving the goals of economic growth and social cohesion in the European Union. Quality, access and efficiency are top priorities for European Reform in this context.
The actuality of the topic is determined by the desire of Bulgaria to meet the requirements of the EU overall development of HE reform and the willingness Bulgarian HE to make its innovative example to create a European educational space. In the context of dynamic changes in the EU, HE in Bulgaria must play a significant catalytic role by forming an organizational competence for effective personnel management in a changing environment.
Important point, which determines the choice of objectives and strategies for reform in the Bulgarian HE is the development of the Bologna process. After 18 years of transition Bulgarian higher education faces a number of institutional and financial problems. Bulgaria is facing one of the most demanding phases of its development. She is a member of the European Union from 2007. This fact confronts us with challenges related to:
Maintenance of high economic growth through dynamic, competitive and high-tech economy based on knowledge - in accordance with the principles of ecologically sustainable and regional development;
Increasing the quality and potential of human capital to achieve the levels of employment, income and social integration, providing a high quality of work and life;
Implementation of the basic principles of the European social model, associated with poverty through a more equitable distribution of the fruits of economic growth and to achieve their wider circles of population, a new income policy, improvement of the tax policy, creating conditions for sustainability of the pension system, reforming health and educational systems.
The object of study is education. Due to scalability problems in education, the study is limited within the HE requirements for a thorough examination of the topic.
Subjects of research are:
Financing of HE in Bulgaria in a European educational space and in accordance with the EU's economic performances.
Financial perspectives in terms of the financial framework of EU structural funds, cooperation with international financial institutions.
Higher education institutions in Bulgaria and the alignment of its structure with the European and world standards.
To achieve the objective the study provides the following tasks:
Study of theoretical prerequisites for the formation of a single educational space.
Review the basic requirements of the EU in the field of education and study their impact on policy and strategy of Bulgaria for education.
Analysis of the main advantages and disadvantages of HE in Bulgaria and recommendations for its transformation to create a modern education.
