Capacity building for inclusive education is a challenge for the countries of the CIS. In the past these countries belonged to the centralized Soviet model of education where issues concerning children rights and well-being used to be solved from the top-down and their participation was not much encouraged and supported. After the break-down of the Soviet Union (1991) there was little cooperation in education between the countries of the Former USSR and they have developed their independent systems of education much influenced by decentralized models. Along with the strengths new decentralized approaches were often associated with children streaming based on their abilities, health, social and economic status of their parents, language, ethnicity, and other differences and led to inequality of opportunities for children to receive high quality education and social integration. Now-days there is a demand within the CIS region to exchange their experiences of educational transformation, and also a demand for up-to-date EU expertise on trends, methodologies and practices of inclusive education. The Finnish experience is of a particular interest for the CIS countries as Finland has been the EU leader in the fulfillment of children rights and responding to children's needs providing equal access to quality education and social services for all children.
The overall objective of the project is to build capacity for empowerment and inclusive participation of children in their own development and the development of their communities in Belarus, Moldova and Ukraine: to directly link children's participation to addressing challenges impacting on the fulfilment of their rights and responding to children's needs; to sustain inclusive participation of children enabling equal opportunities for all groups of interested children regardless of their age, gender, abilities, ethnicity and social background; to foster genuine child leadership in strategic programme development and interventions and advocacy actions at local, national and regional level, to encourage communication through child-led and child participatory communication strategies, including media; to entrench children's participation in effective and sustainable forms of collaboration and association or alliances with stakeholders and duty-bearers of their rights; to support networking and representation of children in formal constituencies and fora where children can exercise their citizenship competencies and civic engagement based on awareness and action as rights holders; to root children's involvement in relevant civil society actions. The project will be implemented through the IBE-UNESCO Community of Practice in Curriculum Development (IBE-UNESCO COP) and involve its members in Belarus, Moldova, Ukraine and Finland.
