The research deals with the diffusion of web-based instruction in secondary geography education in Finland. The work is based on Rogers’ theory of innovation diffusion and Fullan’s model of educational change. The data of 326 survey questionnaires was collected annually in 1998–2004 from innovative geography teachers. The research questions were: 1) what are teachers’ preconditions for using web-based instruction, 2) what materials or applications do teachers use and in which ways, and 3) what experiences do teachers have of web-based instruction? The study revealed that web-based instruction was often difficult because of organizational problems. A model was developed for describing teachers’ digital media skills with dimensions of technical, information processing and communication skills. The teachers were categorized into information-seeking light users, communication-seeking basic users, or cooperation-seeking heavy users. Web- based instruction included many markedly positive and negative experiences. During the study the teachers proceeded in the use of web-based instruction. They explored virtual worlds enlarging their territory from digital information to communication and further to trials of cooperative applications. According to this study, web-based instruction opens considerable opportunities for geography education.
