23 SES 10 B, Researching the Powerful: Seeking Knowledge about Policy
Symposium
Contribution
This paper provides an account of research in the Belgian context of consocional democracy in which ‘pillarisation’ provides the organisational basis of separate provision of schooling (and most other social policy provision). The research undertaken by knowandpol produced knowledge about the existence of close relationships between specific experts, specific policy-makers and specific top civil-servants in the field of education. But such knowledge was not welcome to the actors who had been part of the study. In this context, such knowledge was not useful, indeed it was dangerous. The paper explores the need for close attention to context and to the prevailing assumptions among policy makers that inhibit certain lines of enquiry and set limits on the extent to which feedback of research evidence can be negotiated with informants
