1. Background
Based on results of the second year of Integrated Joint Research Project financed by Science Council in Taiwan, this symposium will focus on the education research organizations, research policies, quality-standards construction, and the relationship between research and practices through international comparison.
Being aware of the important contribution of good educational research to promote common human well-being, international organizations and many countries have established educational research institutes to produce useful educational knowledge for improving educational policy and practice. However, debates on the nature and quality of educational studies have lasted for more than 100 years. Recent enthusiasm for evidence-based policy and performance-based practice, the quality-standards construction of education research and issues of research review mechanism as examples, have influenced educational research agenda both in international organizations and national institutes in various countries. How far it impacts and how to cope with the new trends of educational studies in different countries need a comparative studies in order to provide suggestions for how the governments can best support high-quality scientific educational research.
Under the impacts of evidence-based policy and practice, are there any changes in supra- and infrastructures in education research in different countries? An in-depth comparative studies on these themes will be helpful for providing suggestions to improve educational research organizations.
This symposium will provide an international comparison on education research infrastructures in countries and international organizations including Germany, France, UK, USA, Australia, Japan, Taiwan, OECD and EU. Articles of this symposium will discuss on the following topics in the said countries and international organizations: (1)official education research organizations; (2)non-governmental research organizations; (3)education research agencies affiliated to higher education institutions; and (4)cultivation of new generation academics in education research.
2. Objectives
2.1 To trace the historical development of official and private organizations of education research in OECD, EU and the mentioned countries.
2.2 To investigate the legal status, organizational structures and policy formation of the studied education research institutes.
2.3 To analyze the construction of quality-indicators scheme and its implementation in the evaluation of the performance of education research institutes and their personnel of the studied education research institutes.
2.4 To synthesize the forgoing analyses in order to reach a more reasonable quality-indicators scheme for assessing the performance of education research organizations and their research staff.
3. Methods
In order to achieve the outlined objectives, this research team adopts a multi-methods approach. The commonly employed empirical methods include historical research method, document and archive analysis, in-depth interview, focus group discussion and questionnaire:
3.1 Historical research method aims to trace the origin, process and progress of the educational research organizations of the studied international institutes and countries.
3.2 Document and archive analysis is particularly useful in analyzing essential reports and evaluation strategies of the studied organizations.
3.3 In depth interview and focus groups are used to garner information from the important scholars, researchers in Taiwan.
3.4 Finally, a questionnaire will be delivered to the sampled scholars to collect their opinion on the proposed quality-indicator scheme for evaluating the educational research organizations and their personnel in Taiwan.
4. Expected Outcomes
This symposium is to offer a forum to reflect education research situations among those selected object-countries, EU and OECD, and to develop useful proposals for improving education research in Taiwan.
