Norway has invested heavily in educational research in the past two decades building a research structure almost “from scratch” through various mid- and long-term programs. I reconstruct the organizational and cognitive development of empirical educational research in Norway by investigating crucial policy actors` and research actors` role (Busemeyer & Trampusch 2012; Fazekas & Burns 2012). Using quantitative and qualitative content analysis, I explore the content of white papers related to educational research (N=4) and educational research programs (N=14) since the late 1990s. I, further, examine an extended sample of related projects (N=286). In order to enrich documentary material with an actor-centric perspective, I also conducted interviews with researchers and policy-makers (N=10). Analyzing programs, I find strong foci on evidence-based policy-making and internationalization, while the content of research projects yields a strong reference to the applicability of educational research. Interviews show that the pressures for internationalization are both internal and external. Internally, policy-makers and funding agencies call for research mobility, external European funding acquisition strategies and international publications. Externally, the influence of international organization via large-scale assessments and the experiences in other Nordic countries are important factors. I conclude by embedding Norway in a wider Nordic and European context against the backdrop of its particular tradition in educational research (Gornitzka 2008; Lingard & Ozga 2007; Robertson 2005).
