In this study I want to discuss how plurality and normalization can be understood related to those power dimensions promoted in educational policy concerning students defined as being in need of support. Since decades plurality has been an important word of honor in the political agenda. Usually it is related to democracy, fundamental values and human rights. Simultaneously there are clear signs of normalizing strategies striving for a conflict-free society or a school where all students gain the same goals under harmonized forms. There is in all societies an internal striving for cohesiveness and for politicians the construction of the People becomes an essential goal. Plurality as a concept is problematic when implicating multiplicity and simultaneously trying to capture the disrupting into something consistently uniform as a longing for a culture comprising all differences. In the social program of EU, as within UNESCO, the marginalization of young people is regarded as one of the main threat against stability. Inclusive education is seen as a vital antidote against antisocial behavior and alienation. Schooling in this sense acts as an exciting force when it comes to equalizing differences between students with diverse background and varied prerequisites.
