Internal migration influences educational inputs and outcomes for both out-migration and in-migration regions. The direction of the influence is a complex and context-specific one that includes factors such as government policies towards migration, education and other social services; economic and educational opportunities that exist in the residential area or community and other household characteristics.
One assumes centralized education as one that may guarantee equal opportunities for educational access. Contrary to expectations, there is some evidence with regard to equity concerns for reaching quality education within the centralized educational system in Turkey (Bakış, Levent, İnsel & Polat, 2009; Dinçer& Kolaşin, 2009; Eğitim Sen, 2009; Keskin, 2003; Soydan, 2006; World Bank, 2005). These may vary from inadequate public education resources, excessive private share of educational spending and income disparities to inefficiencies in resource allocation. Under these circumstances it is important to understand how internal migration as a long time phenomenon experienced within a country affects the educational provision both in destination and origin regions to establish equity policies for disadvantaged groups. This study aimed at reaching more specific school level data to examine the first hand experiences of school administrators in provinces subjected to migration flows. With this purpose, a survey has been undertaken with 72 principals and vice principals of 57 K-8 schools from 22 provinces where there have been either migration inflow or outflow.
