23 SES 09 D, Curriculum Reform in Four Nations: A Home International Symposium

Since the arrival of devolution in 1999, the Welsh Assembly Government has undertaken major revisions to curriculum and assessment arrangements. From September 2008 a new curriculum (the Foundation Phase) has been introduced for 3 to 7 year olds in Wales. In 2001 the national testing of seven year olds was brought to an end and in 2006 this was extended to eleven and fourteen year olds. Assessment for learning, relying on the professional judgement of teachers, is now used throughout the curriculum. From September 2008, major changes to the philosophy, coverage and content of the national curriculum at Key Stages 2, 3 and 4 were introduced. Since 2004 a Welsh Baccalaureate has been piloted as part of 14-19 reform. Finally in December 2009, the Minister for Education announced that a distinct 8-14 phase of education would be introduced in Wales, with its own educational philosophy. This paper will analyse the nature of review processes undertaken as part of these changes and consider to what extent they represent evidence based responses to developing a fit-for-purpose curriculum arrangements that promote student engagement, motivation and achievement. It will do this using a framework that draws upon a range of conceptual, theoretical and practical standpoints. 202 words
