In the context of teaching in Spain, the textbooks and educational media have achieved a significant role mainly due two reasons. Firstly, the emphasis placed on them in the psychological and political argument revolves around the General Law For Ruling The Educational System (Ley de Ordenación General del Sistema Educativo) and secondly, the dizzying developments that the information technology and communication suffered. Further textbook research and publication materials have been given importance as an important element in the teaching intervention process, especially the value which prevents leaving decisions in the hands of improvisation. However, the problem of media or materials for educational process is becoming increasingly complex while at play [new] educational, cultural and economic interests.
For example in the 21st century society, it is has been observed that is more and more frequent that education takes place outside the school and that the school system is no longer seen as the only educational system, to their detriment social education has expanded to multiple community settings. At the time (we will take as reference the publication of UNESCO with primary reference to the ‘educational cities’ in 1972 and the foundation of the International Association of Educating Cities in 1990), it has been integrating the philosophy of Educating City in municipalities which led the Spanish municipalities to assume new responsibilities irrespective of the powers transferred by the State and the Autonomous Communities.
One of the functions assumed by the local administration is the participation in the creation of textbooks and contextualized educational materials that are tailored-fit to the needs of a locality or an area. As shown by the recently published book by Area, Parcerisa e Rodriguez (ed., 2010) “Materiales y recursos didácticos en contextos comunitarios”, there is a great potential and a wide range of diverse possibilities within the community context for teaching resources, but there is still a long way to go, many disseminating experiences, and a broad spectrum for go on researching and reflection.
Research question
I wanting to understand the municipalities that are producing materials, but alsowant to study about the role these materials. The purpose of the research is to describe and understan the policies adopted, functions, processes, and characteristics of educational media created and publicated with the support of the Local Administration
Objectives
ü Describe and analyse the policies adopted and educational activities undertaken by the Galician municipalities in connection with the publication of teaching materials.
ü Clarify the ideological discourse that support local governments that support the production of teaching materials and educational media.
ü Analyze the financial implications for it in connection with the creation, development, publishing, production and dissemination of educational resources from the Local Administration in Galicia
ü Elicit and represent the thinking and khowledge of professionals and sectors involved in the creation of teaching materials from the local government.
ü Identify the factors or aspects that are involved in the process of making teaching materials with local authority support.
ü Assess and catalog the municipal production educational media are made available tho the study.
ü Identify strengths, weaknesses, opportunities and threats in building educational resources from local administrations.
