In Finland Neo-liberal education politics have produced a new culture of school evaluation and since the decentralization of school administration QAE has become the main instrument of steering of education. In the 1990s there was a drastic change from a very strictly planned and governed system to a very de-centralized one (Simola 2002). However the implementation of QAE has been distinctive, in part because of the specific autonomy, status and education of teachers. Thus the results of the teacher survey are especially interesting. In this paper we explore the variation between views of teachers eg. by gender, age, work experience, different positions, school types and geographical areas.
Methodology: Following the agreed methodology of the international project ‘Fabricating Quality in European Education’ the results the survey are presented in this paper using descriptive statistics. There were two surveys – of teachers and head teachers- and 1500 responses were received from teachers and 500 responses from head teachers.
Conclusions. The analysis is still in process at the time of writing, but we plan to discuss them in relation to the distinctive position and status of the teaching profession in Finland, and the impact of these factors on the implementation of QAE.
