Nowadays our life offers new requirements, and inability to adapt to changing environment, lead to permanent unemployment. The long-term unemployed are the most assailable from all the population of Lithuania. These people usually are unable to measure all resource they have and overcome all setbacks of integration in the labour market. One of the ways to regulate labour market is career designing, which helps match up people’s abilities and requirements of these times professions. However, this effective mean of the integration in the labour market is not adapted to the long-term unemployed needs, because the major part of the long-term unemployed are unqualified or lost job skills or people who have profession which is unnecessary in the labour market. In this paper is described labour exchange’s practice arranging the long-term unemployed career designing model. The main question of this paper is what place the labour exchange holds in the permanent unemployed career designing. The aim of the paper is to create the long-term unemployed career designing model. On purpose to set the aim these tasks were actualised: to substantiate the long-term unemployed career designing model necessity theoretically, to describe the activities of the labour exchange projecting the long-term unemployed career, empirically find out employers opinion about difficulties of the long-term unemployed integration to the labour market and the long-term unemployed opinion about what the labour exchange serves them. According to the results the long-term unemployed career designing model is made and it helps to deal with problems emergent of the long-term unemployed integration to the labour market.

Method

Employers and the long-term unemployed were chosen as the object of this research. The research was done invoking qualitative research method – structural interview and quantitative research method – survey. The research was done on August – September in 2007. Nine employers from Kaišiadorys, Raseiniai, Prienai and Kėdainiai participated in the interview. Sixty-five unemployed from Kaišiadorys, Raseiniai, Prienai and Kėdainiai labour exchange participated in the survey.

Expected Outcomes

1. The necessity of the long-term unemployed career’s designing model is influenced by that the most unemployed are unqualified or lost job skills and are unable to rival in the labour market. 2. The labour exchange’s practice is meaningful in designing the long-term unemployed career. The consultants of labour exchange’s have taken interview and assessed the long-term unemployed requirements. They project problems that unemployed will be able to face and find out the solutions, seeking unemployed persons integration to the labour market. Important individual attitude towards clients and consulting service for every client separate according to the service package created individually. 3. In employers’ opinion, the main attentions, designing the long-term unemployed career, must be paid on employers and development of social partnership. It is advisable to develop information service for employers, create new ways of cooperation with employers and social partners. Employers think that labour exchange must support financially those employers, which employ the long-term unemployed persons. They also think, that it is necessary to improve general and special competence of the labour exchange’s staff and develop the quality of services supplied for the long-term unemployed. 4. In opinion of the long-term unemployed, services supplied of the labour exchange motivate their activeness and raise their motivation. The long-term unemployed positively valuate services of the labour exchange’s staff for gaining profession, retraining, developing professional skills and possibility of employment. All these means motivate the long-term unemployed to make a resolve of their profession, training and active searching for the job. 5. The long-term unemployed career’s designing model must to involve state and independent institutions realizing occupation politician. – labour exchange, labour market training centres, education system – profession training centres, local government support institutions, independent organizations, which afford services. With the help of this model the designing of the long-term unemployed career will be easier and more effective.
