'Netizens creating new identities': Young people and new public civitizenship

Method

Our collaborative international project works from the premise that policy making needs citizen participation -especially young children aged 6 -12 years. Using naturalististic enquiry and a Delphi research technique (Robson, 2002) a seven stepped approach is used in each setting. Step 1: Survey information gathering – student ICT competence and usage Step 2: Web based discussion, analysis, coding of themes & first round interviews Step 3: Round 2 web site responses to coded themes, and second round interviews Step 4: Round 3 web site confirmatory responses, analysis and consensus themes Step 5: Focus group interview discussions on consensus themes Step 6: Public sharing – forum including media Step 7: Professional learning model trialed and evaluated book outcome

Expected Outcomes

Working with international colleagues in Finland, UK, China and Hong Kong this research study aims to expand locally derived knowledge by cross-cultural validation of the research approach. In so doing we bring together complementary strengths from each partner nation to assist our mutual need to understand the worlds of our netizens. Differing in social and cultural context each setting is recognised as a strong contributor to the competencies of young people’s digital expertise. Bringing together these contributions will strengthen the decision making process and provide new knowledge about meaning making, agency and citizenship for 21st century e-democracy.
