The Educational Institute of Scotland (EIS) was established in 1847 under Royal Charter with the principle objective of “the Promotion of Sound Learning”. Today the EIS exists as both a teacher union and professional association representing just under 60,000 teachers and lecturers at all levels of education in Scotland and represents around 80% of the teaching workforce.
In 2001 a tripartite agreement was arrived at (on teacher pay, conditions of service and professional development) – A Teaching Profession for the 21st Century (TP21). The signatories to the agreement were the Government, local authorities and the teaching unions led by the EIS. A key component to the agreement was the establishment of a Chartered Teacher grade.
In the years following TP21 the EIS has undertaken a considerable amount of work to re-focus itself as a learning organisation committed both to supporting continuing professional development and being involved in the delivery of CPD for teachers, including CT courses. This includes the appointment of Learning Representatives within the organization and collaboration with a university provider in delivering Chartered Teacher courses on a partnership model.
Chartered Teacher courses are becoming embedded within the work of a number of Scottish universities. The experience of undergoing Chartered Teacher courses has been a “transformational” experience for many experienced teachers. Chartered Teachers are now making a major contribution, in the schools where they are employed.
This paper explores how the EIS has supported the development of the Chartered Teacher initiative through Learning Representatives, collaboration with Chartered Teacher Providers and with the research community to inform and develop policy and support in relation to Chartered Teacher.
