Between 2005 and 2007, the General Teaching Council for Wales submitted formal advice to the Welsh Assembly Government on the establishment of a Professional Development Framework for teachers in Wales. The Council recommended the establishment of a new national programme of professional development in Wales entitled Chartered Teacher, leading to Chartered Teacher Status.
The programme is intended for teachers aspiring to excellence in the classroom and / or those who are middle leaders. It aims to fill the noticeable void in existing national professional developments arrangements in Wales for those in the midst of their careers.
With a pilot programme now underway, this paper will provide an overview of the model of Chartered Teacher adopted in Wales, emphasising similarities and differences in relation to the Scottish Chartered Teacher, notably
• the involvement of middle leaders as well as classroom teachers in Wales;
• the fact that it will have no relationship to a teacher’s pay;
• the potential place of Chartered Teacher as part of a continuum from Qualified Teacher Status to Headship;
• the relationship to the Credit and Qualifications Framework for Wales.
