The paper will be set in the context of recent developments in education for citizenship in Scotland. It will also take into account the wider political context, specifically the advent of devolved government and the establishment of a Scottish Parliament in 1999. The paper will aim to consider: The extent to which the Scottish Parliament has provided a stimulus to education for citizenship in Scotland. The authors Harry Blee is a Lecturer in Social Subjects in the Faculty of Education at the University of Glasgow, having previously taught in secondary schools for many years. Alan McClosky is the Stevenson Lecturer in Citizenship at the University of Glasgow. Before taking up the Stevenson Lectureship he was Head of the Scottish Parliament's Education Service. International and European perspectives The authors are presently undertaking a major three-year research contract on behalf of the UK Department for International Development to embed the concept of global citizenship into the philosophy and practice of Initial Teacher Education. Alan McClosky has undertaken study visits to a number of European national parliaments, regional assemblies, and European Union institutions in order to obtain a pan-European perspective on the role of Parliaments in education for citizenship.
