In Hungary just like in other countries in the Central and Eastern Europe demand for higher education is increasing. More and more students attend to universities and collages. Institutions are getting overcrowded. Because of their inflexibility sometimes they are not able to meet the new requirements. It seems to be easier to create new institutions than renew the old ones. There are some other factors leading to more emphatic post- secondary education and formation of new types of higher education and new institutions. Local elite wish more influence and power in their region. Students and their family need new opportunities to adequate higher education and good job afterwards. Industry and other demanders in the local labour market wish employees with practical and adaptable knowledge. These factors among others form requirements from a region to higher and post-secondary education. Collection of case studies approached the question of higher education from several aspects, which are seemingly inconsistent but in fact they served the same interest. By the system of "Berufsakademien" Germans try to assure besides the traditional institutional framework a third quality education for the older still working students, which is competitive from the point of view profession and labour market. While the Swiss life long learning indicates well qualified and long lasting unemployed people as target groups, in England in order to expend the range of higher and life long education to those how are seemingly out of it experts propose rethinking the role of universities. In the EU such a frame of conditions has been developed which allows universities to join in the development its region. A satisfactory collaboration is needed with the local government and politics. Studies are important to recover local demands and on this basis to create useful, practical courses and researches which are sustainable in the future. Adaptation of institutions to the local circumstances is essential since all universities need to work in the region it is originated.Our research aim was to define and identifying Regional University focusing on Central-Eastern Europe. We maid case studies on universities were established during a region developing process. In this process the role of local communities, minority groups seemed to be crucial. In order to develop a region co-operation of local policy, business and elite is needed. To fulfil needs of human resource and knowledge forces toward developing creates new or alternative education, even higher education. We studied twenty cases and made three groups of them. - interregional university or universities- merged universities- regional universities
