This paper reviews some of the earlier tools and instruments that were available for the evaluation of e-learning and discusses their limitations and operational problems and the gap in the market which was the genesis of the Eval 3 project. Four new tools for the evaluation of e-learning will be presented which have been created for particular e-learning contexts or target groups. These will include instruments for the evaluation of e-learning in the workplace, evaluation of e- learning in the context of informal community education and evaluation of e-learning in VET schools. The extent to which the tools have been field tested and the results of those tests will be discussed, together with an assessment of their fitness for purpose based on the feedback and an indication of the problems that still need to be resolved.
