This paper will look at the social origins of research steering in Hungary, the relationship of research to government, and the framework of research steering in Hungary. The paper will then engage with the development of the knowledge economy and learning society, and questions of the extent to which this is a policy or research issue. Questions about where the agenda is set will be considered, along with areas such as evaluation and training and their links to policy-oriented research.
