In Serbian education system, school marks are given exclusively by teachers (1 – failed, from 2 to 5 pass). Since there is no joint standards for school marking, every teacher needs to develop own criterions. The criterions for school marking in different school might vary in great extent. The first goal of the study is to assess between school differences regarding criterion for different school marks. The second goal is to assess what part of variance in school marks depends on school and student competencies. In order to make this analysis database on school marks is merged with student scores on external assessments (national exam and PISA). National exam database is consisted of more than 50,000 students with information on school marks and achievements on national math and language exams, and PISA database is consisted of 4,000 students with information on school marks and achievements on math, science, and reading PISA scale. The results suggest that there is great variability in terms of criterions for school marking. It can have important implications for learning strategies and educational career of students, and these implications will be discussed in the paper.
