Contribution

One of the fields of utmost importance in development cooperation is the topic of skills development in general, and vocational education in particular. In most cases, schools are put up and subsidised, ex-post-constructs like qualification frameworks are encouraged.

In the context of develpment cooperation, German experts are ferquently asked to put up some local version of the dual system of vocational bildung, which has gained a lot of credit under the financial crisis and its effects on the labour markets, especially hard for the youth. Not only the countries under development often express this desire, but also a number of European states has lanced programmes to put forward some dual system (e.g. il nuovo apprendistato in Italy).

However, the strategies used very often underestimate the importance of the role of non-public actors. We have taken a closer look on how these strategies can be improved. Given new approaches of governmentalism, there are new policies in countries like Gahna, Afghanistan, Bresil and other countries which are very promising. But also looking back to the times when Germany still was a country under development itself. On this basis, 8 to 9 aspects can be identified that are important to a successful implementation of any kind of skills development scheme.

Method

Case studies, taken primarily from German development cooperation, but also from international organizations. Literature review.

Expected Outcomes

The difficulty of implementing or improving vocational education, not only in developing countries, appear to be due to an insufficient involvement of the enterprisese. This particularly is the case in the informal sector of economy.
