In 2014 the OER Berlin study initially described the landscape of OER infrastructures in Germany with its current situation in production, distribution and communication of the federated states. Thereby, the outcomes illustrate the challenge of OER in Germany: While on the level of the federated states and their educational systems low activities of OER are depicted, the national level is out of scope of the study. Addressing the heterogeneous actors of the educational systems on national and federated states level is a challenge for the study but as well for OER at all. A follow-up-study with a small adjustment to this arrangement shows a much better picture of the OER situation in Germany. The findings and a planned continuously updated OER-Monitoring based on this study will be presented. Further, the blind spot of OER activities between national and federated state level will be addressed in detail. Thereby, the co-developed exchange standard and format ELIXIER resulting in a shared referatory of O/ER will be shown - an achievement of the long collaboration of the network of educational servers since the 1990s.
