The objective of our research is to highlight the role of the civilian organizations–including NPOs– dealing with adult education in regional development. We analyse how these organizations contribute to promoting the social and economic progress of their respective regions in their own particular ways. In our initial hypothesis we assumed that civilian organizations and those who operate them are key players in the social and cultural progress of their own communities. It particularly applies to small settlements where local governments and business enterprises are unable to meet the complete range of cultural, educational and social functions. We used empirical methods in the border regions of Hungary in order to identify the indicators of the efficiency of NPOs. We found that the methods are well applicable on both sides of the border, and are suitable for developing the eastern borderline areas of Hungary. We launched a pilot project, based upon the research findings, and area development started by an exchange of experience between the civilian organizations located on the two sides of the border. The project won support from the European Union. The Union intends to support the role of NPOs through competence developing adult education programmes and the transference of good practice.
