Allowing all stakeholders to have a voice in public decision making is a fundamental right in the Finnish society. This obligation is reiterated in several official education documents, which explicitly state that Finnish schools cannot operate effectively without a working relationship with their internal and external communities. Both the Basic Education Act and Upper Secondary Education Act reassert the obligation to include collaboration with students. The report by Alava, Halttunen and Risku (2012) conclude that the involvement of all members of the school community is required for the school to be able to meet the challenges of the changing operating environment. The purpose of the piloting Finnish case study is to conduct interviews with lower and upper secondary school students and teachers applying as methodology the research design of the network. The interviews are conducted in a suburban secondary school comprising 500 students. The findings are to describe distributed involvement both in the case school and in connection to the other case studies of the network. Alava, J., Halttunen, L. & Risku, M.
