This short introductory paper will provide an overview, drawing on the project work across the different countries of the study, of the forms and processes of QAE, focusing in particular on the growth of monitoring and evaluation of performance in school education in Europe in recent years.
Methodology: the paper draws on the project methodology, which includes policy text analysis and interviews with policy makers, to review the scope and spread of QAE, and its status as a form of ‘soft governance’ (Lawn 2006)
Conclusions: the paper will draw on published work from the project (Grek et al 2008) to highlight differences in the spread of QAE, and point forward to the remaining presentation.
