The thematic orientation of the paper is towards school improvement. The main focus is on the managing the process of change and quality control in school, based on new ways of promoting in-service training of school leaders through university-school partnership and self- evaluation methods. University-school collaboration needs to assign equal status to the partners and is based on mutual trust and respect. Essential in new model of university-school partnership is the idea that headteachers and teachers themselves take charge of school improvement through the adoption of action research. Headteachers are team leaders in action research (in the field of managing the process of change or quality control) which is designed and realised in each school. These ways of in-service training of the headteachers lead to the new intercultural competence of school leaders.
