This paper will focus on an analysis and critique of the teacher education and professional development policies being introduced under the rubric of performance management by the Labour government in England to 'modernise' the teaching profession. We shall report on an ESRC funded project The impact of Performance Threshold Assessment on teachers' work (R000239286) the substantive focus of which is the Threshold Assessment, which was announced in the Labour Government's consultative Green Paper (DfEE 1998). We are exploring a range of issues arising from this assessment of teachers both in the context of education and by drawing comparisons with other public sector areas. In addition we are also making use of cross-national contacts and experiences to develop international comparisons.
