The paper presents a framework to develop and evaluate art and design external assessment instruments and procedures based on three key aspects: validity of an assessment instrument; reliability of assessment results and impact or consequences of external assessment. The need for evaluating art and design examinations will be considered focusing on key problems detected through an empirical study of English and Portuguese current systems of art and design examinations (age 17+) which is being conducted by the researcher. English and Portuguese models of external assessment present different approaches to art and design external assessment, therefore they may illustrate two opposite tendencies towards external assessment and through the analysis of it the presenter will end up by proposing alternative approaches for assessment in the arts to be discussed.
