This paper examines Martha Nussbaum's and Amartya Sen's "capabilities" approach in terms of its implications for political education, and specifically as regards education for democracy. It asks whether Michel Foucault's conception of "self-creation" does not also presuppose such an approach. The first part of the paper outlines the philosophical basis of the capabilities approach, and compares Nussbaum and Foucault in respect to their distinctive philosophical positions. The second part of the paper assesses the implications of the capabilities approach for democracy. It concludes by seeking to codify the functions of education for constructing the democratic capabilities for a post 9/11 world.
