This paper will interrogate the extent to which the Froebel voice can be located in the reports of two key government Consultative Committees on the education of young children published in 1908, (chaired by Acland), and 1933 (Hadow). From its inception in 1874 the Froebel Society had sought to disseminate its views to a wide audience, including through direct lobbying of central government, at a time when few other organizations were active in this field. By the beginning of the twentieth century other voices were being raised, in the field of pedagogy, with the appearance of Montessori on the international stage, and in child development, with the findings of the Child Study movement. The paper will seek to address a series of questions. Who did the government committees at the opening of the century and in the 1930s seek to consult as part of their enquiries? What was the substance of any evidence given by the Society to these two committees? What role was played by individual members in promoting the Froebelian view on these committees? Can the Froebel voice be identified in other witness evidence? The paper will attempt to draw some preliminary conclusions on the role of the Froebel Society and its members in shaping central government policy for the education and care of young children in the period from 1908 to the post Hadow period. It will draw on archive resources in the Public Record Office, the London Metropolitan Archive, the Froebel Archive for Childhood Studies and the National Froebel Foundation Archive.
