Drawing on theories of International Relations and on the Neo-Gramscian approach in particular the paper understands the different composition of the organizations' membership as a specific condensation of social forces. Such a condensation combines forces within the nation states but also a particular nexus between nation states. This theoretical perspective allows investigating into the different conditions of existence of these multilateral organizations. The heterogeneity can be considered as an articulation of social forces within and between countries that transgress in its consequences the conceptual distinction between national and international. In a second step the paper broadens its view by looking at these different organizations as particular nodal points of a global educational regime. In the framework of such a regime the organizations interact with each other and struggle for intellectual leadership in order to set the overall framework for the policy agenda. A global policy agenda on an international level is therefore always an outcome of interactions between different organizations and cannot be associated with one single organization claims the main thesis of this paper.
