Through the idea of space, European governance can be examined critically. Space here is not a description of known topography, Europe, but rather a place coming into being through a new cartography, imagination and fabrication, through processes of Europeanizing. In the context of global flows, space is reconfigured constantly as the new policy spaces - city to city networks, peripheral countries, horizontal networks, supranational organizations, markets, central and border regions and other sites - work with each other via a web of distributed policy making in multiple centres. Yet the emerging Policy Space is also a mode of ordering that contains descriptions of educational policy, serves as explanations of educational policy, 'makes-up' certain kinds of people and embodies place and structure.
