Description: In every European state evidences can be found for ethnical discrimination to a greater or lesser extend. The counteractive measures are targeted on changing the attitudes of individuals or social groups. These measures usually are embedded in and integral part of educational organisations. They start from the assumption that measures and organisational structure substantially contribute to avoiding discrimination and promoting integration. However, there is also evidence that a major part of ethnical discrimination not only takes place in educational institutions (e.g. schools and further education); the organisational structure of these institutions itself produces discrimination as a non-intended effect. This form of discrimination is called "institutional discrimination". Based on the theory of "institutional discrimination", this paper examines the structures and mechanisms of institutional discrimination in educational organisations in different European countries and investigates how they deal with problems of migrants and migration. While the main focus will be on educational institutions in Germany, other European countries will be included and analysed in a comparative perspective.
The paper presents theoretical considerations and empirical results of my master thesis which will be finished summer this year.
Methodology: The research is based on official statistics, participant observation and interviews.
Conclusions: " Insights into the relevance of organisational structures for the development and promotion of migrants.
" Empirical answers to the question what do migrants expect of educational organisations? (e.g. schools or institutions for vocational training).
" Learning by comparing different notions of migration and different institutional measures for integrating migrants in educational organisations in Europe.
