14 SES 07 A, Parental Involvement in Schools in Different National Contexts – Future Challenges for Practice and Research

In England (part of the United Kingdom), the Government has trialled in three areas the universal availability of parenting classes delivered by 14 quality assured organisations using a quasi-market approach. The aim is to increase support for parents of children up to 6 years old to help them communicate better with their children, encourage good behaviour, and prevent the development of later problems. The classes offered included those focused on improving parents’ engagement in early learning and child development and on a positive relationship with their child’s school. The paper draws on findings from qualitative data from the 18 class providers (N = 54 interviews), from participating parents (N = 50) and other stakeholders, including schools (N = 30), as well as from quantitative data on outcomes of the classes (N = >300 parents) and from large scale surveys of a representative sample of parents (N = >2000). It argues that early years parenting support can lay the foundation for a positive home-school relationship by building parents‘ confidence and communication skills. The challenge is funding universal availability in a real market i.e. without government subsidy.
