This paper discusses the development of a research question which will form the basis of a research bid outlining how physical education, sport and physical activity might contribute to the education of global learners, guided by the following : "There is a need to research how education policies may support the development of innovative, inclusive and reflexive societies. In particular, it is necessary to understand what circuits of knowledge and policy could best support the development of the European space of education, and ensure that the increasing emphasis on competitiveness and the economic value of education will not increase the democratic deficit and the resulting social inequalities. Research is needed into the educational governance and leadership relations at all levels of education in order to secure participation and transparency. Research is also needed into the transition from school to workplace, and research-informed decision-making in schools and policy" (EERA's Agenda for Horizon 2020, Moos et al, 2013).
