While good progress is made in setting up a professional development framework for teachers in Wales, including provision for the funding of CPD for serving teachers, as well as for the growing number of Teaching Assistants, those working in the role of supply teacher often find themselves ‘outside the loop’ in terms of funding of, information on and access to CPD. Yet schools rely on these professionals to ensure quality provision; pupils rely on them to ensure effective learning; and teachers often rely on them to enable release from the classroom to undertake their own CPD.
This study will report on the current position in Wales at a national level relating to the number of supply teachers, their experience and their take up of General Teaching Council for Wales funding for CPD. At a local/regional level the study will report on research into perceived CPD needs of supply teachers, their awareness of and access to provision and their ability to access funding for CPD. It will address the challenges which face LEAs, schools and the supply teachers themselves in engaging in CPD and the potential role of Universities in providing an umbrella of opportunity for supply teachers.
