There is widespread recognition that accomplished teaching needs to be better rewarded, both in terms of status and remuneration. The top-performing education systems of 25 OECD countries studied by McKinsey & Company (2007) focused on policies that attracted the ablest graduates and retained successful teachers. However, creating better systems for rewarding accomplished teachers will depend on the development of systems for evaluating teacher performance that are valid, reliable and fair. This paper provides a set of principles to guide the development of profession-wide systems for identifying accomplished teachers and building stronger links between teachers’ knowledge and skill and pay and career progression.
