Quality assurance in education is by no means only a European concern. All over the world there is an increasing interest in quality and standards, reflecting both the rapid growth of higher education
and its cost to the public and the private purse. Accordingly, if Europe is to achieve its aspiration to be the most dynamic and knowledge-based economy in the world (Lisbon Strategy), then European education will need to demonstrate that it takes the quality of its programmes and awards seriously and is willing to put into place the means of assuring and demonstrating that quality.
The initiatives and demands,which are springing up both inside and outside Europe in the face of this internationalisation of education, demand a response. The commitment of all those involved in the production of these proposals augurs well for the fulfilment of a truly European dimension to quality assurance with which to
reinforce the attractiveness of the ARACIP/ARACIS (Romanian Agencies for Assurance Quality in Secondary Education/Romanian Agencies for Assurance Quality in Higher Education) education offering.

Expected Outcomes
The examination of methodologys demonstrates that:
• the agencys processes and results reflect its mission and goals of quality assurance;
• the agency has in place, and enforces, a no-conflict-of-interest mechanism in the work of its external experts;
• the agency has reliable mechanisms that ensure the quality of any activities and material produced by subcontractors, if some or all of the elements in its quality assurance procedure are subcontracted
to other parties;
• the agency has in place internal quality assurance procedures which include an internal feedback mechanism; an internal reflection
mechanism; and an external feedback mechanism in order to inform and underpin its own development and improvement.
