This paper aims at identifying: the aspects of partnership among schools and institutes of education, the methods and programs of professional development for teachers and educational leaders in Egypt , mechanisms of professional development for teachers and leaders and finally setup proposed model for professional development for teachers and leaders by using partnership among schools and institutes of education.

Method

The systems approach will be used in this paper to identify the dimensions of the proposed system (inputs, process, and outputs) for partnership among schools and institutes of education. Show the various foreign practices and show the reality to setup this proposed system. In this paper, we will use Delphi technique to make a pilot study about the proposed system that will be applied to experts to reach to the final form of the proposal.

Expected Outcomes

The expected results of this paper are: setting up a proposed model of professional development for teachers and leaders in Egypt via using partnership among schools and institutes of education .Using financial , physical and human facilities of schools and institutes of education to provide programs of professional development at the institutional level (schools and institutes of education) and at the individual level (teachers , leaders and staff ) . Activating the role of units (centers) of training and evaluation in schools, activating the role board of trustees, parents and teachers and activating the role of centers of training and society services in institutes of education.
