In the preceding contributions the dynamics of governance regimes and the reciprocal influence of educational policy and public administration were highlighted and the regional interaction driven by governance reform models and university development were described as well. it became apparent that the specific regulation structures work, at best, as a "parallelogramme of forces". This means, a differentiation and pluralisation of the educational structures at macro level supports on the one hand and is favored on the other hand by an increasing deregulation of the administration or rather the autonomisation of educational institutions on meso level. However, the parallelogramme of forces is also conceivable as practical structure paradox, precisely as a contradiction in values, sighting and concrete action standards. Berg/ Hagedorn & Heinrich (2016, p. 209) highlightened for the German education system „that the gap between highly qualified people and low certified ones open up structural segmentation patterns of the access to the market participation.“ Accordingly, Giesinger (2011, p. 431) can state that the school system in Switzerland schools make first competitive decision which hinders the optimum support instead of making learners‚ more competitive‘. The study of the educational curricula vitae of students in Germany and Sweden/ Japan confirms standard divergences; moreover, structure paradoxes at the micro level. Correspondingly reading or interpretation methods specific for organisations respectively planning cultures become recognisable, as well as appropriation modes which might control the professional socialisation process indirectly and also influence the coping with new contradicting constellations later.
