11 SES 11, Quality Culture in Teacher Education
Symposium
Contribution
Since 1995, the national responsibility for QA was with the Slovenian Council for Higher Education and a separate Commission for Evaluation in Higher Education. Within the Council, a special sub-committee was formed which discussed specific problems in Teacher Education and, in addition to general rules, developed specific criteria. The national Commission came across several obstacles to its work and did not influence much the area of Teacher Education. In 2009 an amendment law was approved and a new QA Agency is now established. This should be taken also as a momentum to make further steps in this area. At the institutional level, internal QA reviews are prepared by universities, starting at faculties. Methodology is common but there is enough room to address specific topics in specific areas. In recent years, research and research output has been often a specific topic in Teacher Education. Also, quality teaching seems to be more often discussed at Teacher Education faculties. Students constructively contribute to the QA reviews. Like in other countries, a major problem is a lack of QA after pre-service study and connections of teachers’ competence with students’ learning outcomes.
