Symposium
Contribution
The Finnish Higher Evaluation Council will audit all Finnish HE institutions including TE by 2011. The evaluation policy is enhancement-led and it leaves main responsibility for individual universities. However, TE has been as a special interest area of Ministry of education organizing several national evaluation or review groups. Because of attractiveness of TE and high PISA results, TE enjoys high respect in Finland. National reviews have set as future challenge to strengthen high quality research in and on TE and also to pay more attention to special needs education and teachers’ multicultural competences. At an institutional level QA methods in TE depend on HE institutions’ policy. TE is assessed as all other university disciplines or programs in the reference frame of the own discipline criteria. University of Helsinki (UH) had research assessment in 2005 and University of Jyväskylä in 2006 including also TE. UH had evaluation of teaching in 2008 where TE was also assessed. The feed back systems and more partnership with societal stakeholders, more interdisciplinary teaching and research and more efficient follow up after evaluations are needed. A major problem is a lack of QA after pre-service and connections of teachers’ competence with students’ learning outcomes.
