Statistically Norway is among the elite of Western countries with the widest distribution of personal computers, cellular phones and broadband. Almost 100% of Norwegians in the age group 15 to 24 have used a PC in the last three months and 83% use a PC every day. Similar figures are found for Internet access and use. This means that a majority have access to PCs and the Internet, but only 75% who use the Internet use the technologies in comprehensive ways. Higher education institutions offer students extensive support and broadband coverage. In 2009 a major study was published about how students in higher education use educational technologies in their everyday work (Norwegian Opening Universities). The survey involved 5686 students, but also administrators and higher education teachers were included in the study. The results show that computers are underused in teaching, and when used, primarily for purposes like text composition, handing in assignments and downloading teaching material on Learning Mangement Systems (or VLE). Other surveys suggest that secondary schools offer students more comprehensive use of ICT and that higher education is lagging behind.
