09 SES 11 B, The Development of Regional Modules for International Civic and Citizenship Education Study

In 2008, Taiwan, Thailand, South Korea, Malaysia, Hong Kong, five participating countries of 2009 ICCS in Asian area, decided to collaborate and work on creating an Asian Regional Module for 2009 ICCS. This module became the third module of the 2009 ICCS, following the European Module and the Latin American Module. Taiwan started with an idea of creating a Chinese module that would reflect the impact of Confucianism at the beginning. However, the module was soon modified and enlarged to become the Asian module. This paper describes the rationale, framework, and constructing process of Asian Regional Module. In this paper, the distinctive features of the Asian Regional Module are discussed. Process for creating the questionnaire is introduced. The framework of the questionnaire is also examined to serve as the base for international comparison, especially with the Latin Module and the European Module. At the end, the paper discusses the possible contribution Asian Regional Module might have towards the International Civic and Citizenship Education Study. In the future, some of the items can be included in the international core questionnaire to facilitate cultural and sociological comparisons of different modes of civic and citizenship education in the world.
